Edgar Cowin was sworn in as Captain of the Parish of Ballaugh on 11th December 1992 in succession to Frederick Christian Callow who had been Captain since 1985. The swearing was carried out by the Lieutenant Governor Air Marshall Sir Laurence Jones KCB, AFC. at Government House.
